What is 2toDrive and how does it work?

2toDrive is the Dutch scheme that allows young people to get their driving licence earlier. Here you will find exactly how it works, what the benefits are and what a supervisor is required to do.

The three stages of 2toDrive

2toDrive has three clear steps. Step one: from the age of 16 years and 6 months you may take driving lessons at an approved driving school — such as Rijschool Denhaag. Step two: once you turn 17, you may sit the CBR practical exam. If you pass, you receive a driving licence stating that you may only drive under supervision. Step three: on your 18th birthday that restriction automatically lifts and you may drive independently.

During the supervised phase (ages 17 to 18) you may drive anywhere in the Netherlands, but always with an approved supervisor beside you. The supervisor must be registered in advance through the CBR and must have applied for a supervisor pass. Driving during that period without a valid supervisor pass is not permitted.

Requirements for the supervisor and benefits for the young driver

The supervisor must have held a valid category B driving licence for at least 5 years, must not have consumed any alcohol during the drive (0.0 per mille) and must be between 18 and 65 years old. A maximum of 3 supervisors may be registered per young driver. The supervisor pass is applied for through the CBR portal together with the application for the 2toDrive licence.

The great advantage of 2toDrive is that the young person builds up an enormous amount of driving experience in the year between 17 and 18, always with a safe supervisor present. Research shows that 2toDrive drivers are significantly less involved in accidents in the first years after passing their independent licence. A smart choice for both parents and young people themselves.
